Foster children could get free college tuition

Published: Saturday, May 23, 2009 1:34 AM CDT

ST. LOUIS (AP) -- Some Missouri foster children could receive free tuition to public colleges and universities beginning in fall 2010.

Legislation passed last week would provide up to four years of college tuition for foster children in "good academic standing" who complete 100 of community service each year.

The grants would be subject to funding in the state budget.

Missouri would join at least 18 states in offering college aid to foster children, the St. Louis Post-Dispatch reported Friday.

Children's advocates have pushed for the legislation for years. They say the state effectively is the parent for foster children, who have little way to afford college on their own. Supporters also say the promise of free tuition would motivate more foster children to finish high school.

If about half the eligible youths went to college, as many as 500 students could eventually benefit each year, said Kevin Drollinger, executive director of Epworth Children and Family Services in Webster Groves. Drollinger heads a state advisory panel that has been studying issues affecting older foster children.

Missouri's program would be modeled after a bill sponsored by Rep. Rachel Bringer, D-Hannibal. It requires recipients to be Missouri residents who had been in foster care either when they turned age 18 or when they received a high school diploma or GED. Youths who were adopted from foster care after they turned age 14 also would be eligible.

Applicants would have to seek other need-based aid, such as federal Pell grants or Chafee grants.

The state would pay the difference between the cost of tuition and fees and the amount of financial aid the student received.

The foster care provision was added to a lengthy bill dealing with court procedures. It was the final bill to clear the House before adjournment on May 15.

Foster care bill is HB481.

First we will be able to enter the park at 9am before general entry. We will not be able to enter the water park, but this way we can get in, get our kids ready and meet new people.

Second, we will have wristbands. These will allow all participants the discounted rates for lunch, ice-cream and other special incentives they are providing.

Lastly, all agencies, GAL'S, attorneys, caseworkers, investigators, coaches, and anyone who has a relationship with these children including adopted and foster children, mentors, teachers, counselors, siblings and families are all invited. This is extended to the entire state of Missouri.
